Narrative
Design / Layout Map
The Ellis School on Camden Street was site of the first African America High School in Buckingham County, 1924-1953, also called the Buckingham Training School, later becoming Stephen J. Ellis Elementary School. This is the area proposed to become a memorial park (Ellis Acres Memorial Park) in the near future. The land is owned by the town and is being developed by a committee headed by Wilbert M. Dean, a former student of Buckingham Training School. He is forming a 501C organization to develop and maintain this park.

ELLIS ACRES MEMORIAL PARK, INC.
INFORMATION SHEET - [OCTOBER 2007]
Purpose: Provide the status on the progress of Ellis Acres Memorial Park, Inc., located at 245 Camden Street, Dillwyn, Virginia 23936.
- January 28, 2007, Articles of Incorporation accepted and signed.
- January 2007, Contracted the production, matting and packing of a beautiful color print of Buckingham Training School [1923-1924] via local merchants. The sale of this print generated seed funds for the organization and establishment of the Ellis Acres Memorial, Inc. on March 29, 2007. [Impact: Symbol of unity, strength and progress of Buckingham County to build this park / cost $1800.00 – profit $2,200.00]
- March 29, 2007, State Corporation Commission certifies the certificate of incorporation of Ellis Acres Memorial Park, Inc. [Impact: Legalize Operations / cost: $70.00].
- April 12, 2007, Department of the Treasury, IRS, assigned an Employer Identification number [Impact: Accountability].
- June 27, 2007, Corporation Bylaws adopted and signed.
- July 18, 2007, Commonwealth of Virginia, Department of Agriculture and Consumer Services granted an exemption from annual registration of the Virginia Solicitation Law. The Corporation is recognized by the Commonwealth as a legal and authorized entity to solicit funds; it is granted sales and use tax exemption [Impact: Corporation authorized to solicit funds and to avoid paying sale tax / cost: $10.00].
- July 31, 2007, Internal Revenue Service granted tax exempt status [Impact: Corporation gives donors deductible income tax credit / cost: $750.00].
- April 25, August 31 and September 01 and 14, 2007, Corporation conducted park site visits and community meetings, with Virginia Tech Studio Design Class [two professors and five architect graduate students] to develop and to present five proposed park conceptual designs. Several more community meetings are expected to select a final park design by Fall 2007 that reflects the history of the school site and the desires of the community. [Impact: Community history and desires in Conceptual Design / cost: $6,534.00].
- September 24, 2007, Unified Registration Statement [URS] for Charitable Organizations submitted to the Office of Secretary of State [Maryland] for initial registration and the right to solicit funds, supplies and services [Impact: Authorizes the corporation to solicit funds in Maryland].
- The URS is being prepared for Washington D.C., New Jersey, New York, North Carolina and Pennsylvania.
